The Agriculture and Food Board is the official body for variety registration and seed and seed potato certification in Estonia. These responsibilities are carried out by the Plant Health and Propagating Material Department.
The seed control and certification regulations are laid down by the Ministry of Rural Affairs. There is Plant Propagation and Plant Variety Rights Act and several specific regulations for seed control and certification :

Beet seed
Vegetable seed
Seed potatoes
